17. Parking

17.1 Designated parking spaces

Each diplomatic mission (including consular missions and international organisations) is allowed up to three designated parking spaces in the vicinity of the chancery or the official residence.

These parking spaces will be marked with 'P' at the top, 'beskickningsbilar' or 'konsulatfordon' in the middle and delimitation in metres at the bottom.

17.2 Unauthorised parking

Parking of non-diplomatic vehicles in designated diplomatic parking spaces should be reported to Trafik Stockholm, or to a corresponding agency in other cities, for removal. Trafik Stockholm can be reached by telephone at 08-651 00 00 (24 hours). Wrongful parking may also result in parking fees. This is the case regardless of whether the relevant mission approves the parking, e.g. for visitors.

Parking of non-diplomatic vehicles in designated diplomatic parking spaces does not justify wrongful parking by missions or their staff. 

17.3 Residential parking

Residential parking enables people to park their vehicles in parking spaces close to their homes at a reduced rate.

Parking signs indicate which residents are entitled to park in a particular area, for example 'Boende Va' means residents of Vasastaden, and 'Boende Ö' means residents of Östermalm.

Residential parking spaces cannot be used on service nights or service days (for street cleaning, snow clearing, streetlight maintenance, drain clearing and minor road repairs). Parking signs indicate when parking is not allowed.

Residential parking requires a special permit from the municipality in which the person resides. Payment can normally be made per day or per month.

For persons living in the City of Stockholm the application form can be found on the City of Stockholm website. It should be sent to [email protected] - opens your email client, along with a copy of the contract for accommodation at the specified address, a statement by the mission indicating the applicant's residential address and vehicle registration number. To remain valid, the residential parking permit must be renewed each year. This is done via email to the above-mentioned address before the end of the year.

17.4 Fees for parking violations

As it is the duty of all persons enjoying privileges and immunities to respect the laws and regulations of the receiving State, Swedish parking rules apply to all missions and their staff. Therefore, they are expected to pay fees for parking violations.

The Swedish Transport Agency or private companies that monitor parking spaces may report any failure to pay parking or control fees to the Ministry for Foreign Affairs. The Ministry reserves the right to raise the issue of non-payment of fees with missions or their staff.

There are two types of parking violation fees in Sweden.

Parking fees pertain to parking violations on public streets and in public spaces. Applicable rules on parking fees are set out in the parking fines act (1976:206) and the parking fines ordinance (1976:1128).

Parking fees can be appealed to the Swedish Police Authority. The decision of the Police can be subsequently appealed to a district court. If a parking fee is not appealed, or if an appeal is rejected, it is the responsibility of the Swedish Transport Agency to collect the parking fee.

It should be noted that the Swedish Transport Agency may decide to request that the Swedish Enforcement Authority collect a parking fee.

Control fees arise from wrongful parking in private parking spaces. Applicable rules are set out in the act on control fees in case of parking violations. 

The recipient of a control fee may request that the issuer, normally a private company,  revise its decision. It is the private property owner's responsability to utilise available legal avenues to collect control fees. The recipient of a control fee may contest legal action from the private property owner, e.g. in a district court.

17.5 Parking outside the Ministry for Foreign Affairs

Diplomats who visit the Ministry for Foreign Affairs may park in the parking spaces reserved for foreign missions at Gustav Adolfs Torg, outside the Opera.

17.6 Parking spaces at Stockholm Arlanda Airport
